Spain town nixes pot-growing plan to pay off debt

(AP) ? What about growing marijuana to pay off crushing municipal debt? One Spanish village put the idea to the vote Tuesday, and a majority of its citizens approved ? but not the 75 percent needed.

The referendum in Rasquera, population 960, in the northeastern Catalonia region represented a quirky and legally touchy illustration of Spain's deep financial woes.

The seven-member town council first approved the idea in March, but it ignited such controversy that the mayor agreed to put it to a referendum in the hamlet of mostly retirees.

For the plan to go ahead, the yes camp needed at least 75 percent of the vote, but just 308 people said 'Si' ? only 56.3 percent ? while 239 said 'No,' according to results published on the village's Website.

The result effectively ends the idea to lease a plot of land to an association of marijuana buffs in Barcelona who wanted to pay Rasquera ?1.3 million ($1.7 million) over two years. About 40 jobs ? growing, harvesting and packaging the pot ? were envisioned.

The payment by the pot-smoking group ABCDA would have been about equal to the debt owed by this picturesque pueblo that sits at the foot of a mountain range with a castle dating back to the 12th century.

Rasquera is not alone with its debt problems. Spain's economy crashed after a real estate bubble and many cities and towns are desperately trying to cope by cutting spending for health care, education and jobs. Spain has the highest unemployment rate in the 17-nation eurozone at nearly 23 percent ? just shy of 50 percent for young workers ? and it's about to enter another recession.

Pallisa could not be reached for comment Tuesday. But Jose Maria Insausti, an adviser to the town council, said the mayor thought the pot-growing idea was "a good solution for the local economy and if somebody else has better idea, let them come forward."

Under Spanish law, consumption in private of cannabis in small amounts is allowed. Growing it for sale, or advertising it or selling it are illegal.

Officials with the government's National Drug Plan have said growing marijuana in large amounts as planned in Rasquera would be against the law, and have vowed to block any attempts.

Mayor Bernat Pallisa insisted that the initiative was legal, however, because ABCDA had pledged that the marijuana grown in Rasquera would have been for private consumption by its 5,000 members.

Pallisa had pledged to resign if the referendum failed. Insausti did not immediately return a message left on his cell phone seeking information about the mayor's plans after the results were released late Tuesday.

Oikos University Memorial: Oakland College Holds Service For Shooting Victims

OAKLAND, Calif. -- About 100 people wept and consoled each other Tuesday while gathering in a steady downpour to mourn the seven people killed last week at a tiny Christian college where a gunman opened fire in classrooms.

Officials from Oikos University and local leaders offered condolences on the school steps decorated with flowers. Photos of the six students and school secretary who were slain lined the entrance, and sympathy cards were tacked to the boarded-up main doors.

The school's founder and president, Jongin Kim, told mourners under two tents that people connected to the school have been encouraged by an outpouring of support from around the world since the April 2 incident.

"We understand how important it is to continue this mission, which will unquestionably continue despite this tragedy," Kim said. "We may be a small institution, but we believe that God has greater purposes and has led our school to this point for a reason."

The school focuses on serving Korean immigrants but is attended by students from around the world. Victims of the shooting came from a number of countries, including Korea, Nepal, Nigeria and the Philippines.

Also in attendance at the memorial were Oakland Mayor Jean Quan and Rep. Barbara Lee, D-Calif. They reiterated that the entire region is behind the grieving campus.

"It is very difficult I know," Lee told the crowd. "We all will get through this together."

Later, mourners placed flowers on a table near photos of the victims. Among the mourners was Efanye Chibuko, whose wife, Doris Chibuko, 40, of San Leandro was killed at the school. He touched his wife's photo and bowed his head on the table.

"I am here to grieve for my wife and the other victims," he said somberly.

Suspect One Goh, 43, a native of South Korea and former student at the school, has been charged with seven counts of murder and three counts of attempted murder in the deadliest campus attack since the shooting at Virginia Tech in 2007. He has not yet entered a plea.

Police have said Goh was targeting an administrator who had been involved in his financial dispute with the school. When he learned she wasn't there, police say, he began shooting in classrooms. Police are also investigating whether Goh might have been seeking multiple targets.

During the memorial, Oikos nursing program director Ellen Cervellon ? who believed she was the intended target of the attack ? praised the victims she called the "Loved Seven."

In addition to Chibuko, the other victims were Judith Seymour, 53, of San Jose; Grace EunHea Kim, 23; Lydia Sim, 21, of Hayward; Bhutia Tshering, 38, of San Francisco; and Sonam Choedon, 33, of El Cerrito; and secretary Katleen Ping, 24, of Oakland.

"They came in July, a year ago. They came with hope ... to work as a nurse, to care for people," Cervellon said about the victims.

Jeong Gwan Lee, the Korean Consul General in San Francisco, told mourners the incident is an appropriate time for the Korean community to pause for reflection.

"This is not a time to blame one another, but to console and empathize with each other," Lee said.

Oikos officials also announced the creation of a fund to support the victims and their families.

Nearly a year after enacting an immigration law that supporters describe as the toughest in the country, Alabama is considering major revisions to its immigration policies.

On Thursday, a sponsor of the law, State Representative Micky Hammon, proposed eliminating or altering several of its most controversial sections. The law, which enhances police authority to deal with illegal immigrants, is popular with most Alabamians but faced a backlash from civil liberties advocates and business leaders.

The law?s supporters said the changes would make it clearer, easier to enforce and less susceptible to legal challenges.

Tennessee seeks to question evolution in bill

US conservative Christians and science advocates are clashing again, this time in Tennessee over a bill that would allow debate in public schools over theories like evolution.

Lawmakers from the southeastern US state home to a strong base of ultraconservative "Tea Party" activists have approved the bill, which now awaits the signature of Governor Bill Haslam, a Republican.

The measure, which could pass by a Tuesday deadline, would allow public schoolteachers to challenge accepted science on topics such as climate change and evolution in their classrooms without facing sanctions.

If it passes, Tennessee would join nine other states with similar laws promoting creationism, more or less explicitly.

Critics have labeled the legislation the "Monkey Bill" in reference to the highly publicized 1925 "Scopes Monkey Trial" in which Tennessee charged high school science teacher John Scopes of violating a state law against teaching "that man has descended from a lower order of animals."

The Tennessee Science Teachers Association and the state chapter of the American Civil Liberties Union rights group, the measure's biggest critics, are calling for Haslam to veto it. They say it would provide legal cover for educators to teach pseudoscientific ideas.

"They are not talking that much about creationism but rather about Intelligent Design," said Hedy Weinberg, executive director of the ACLU's Tennessee branch.

"It's a very nuanced and clever way... to challenge the theory of evolution and allow teachers to inject Intelligent Design and neo-creationism." Intelligent Design is the idea that scientific evidence can show that life forms developed under the direction of a higher intelligence.

The measure states that "teachers shall be permitted to help students understand, analyze, critique and review in an objective manner the scientific strengths and scientific weaknesses of existing scientific theories covered in the course being taught."

It also says the legislation "shall not be construed to promote any religious or non-religious doctrine."

In a letter to lawmakers, the Tennessee members of the National Academy of Sciences argued that the bill would "miseducate students, harm the state's national reputation and weaken its efforts to compete in a science-driven global economy."

The Tennessee Education Association, meanwhile, blasted the "unnecessary legislation."

But Haslam has already indicated he would "probably" sign the measure into law.

The Discovery Institute, whose model legislation inspired the bill, hailed the passage of a text that "promotes good science education by protecting the academic freedom of science teachers to fully and objectively discuss controversial scientific topics, like evolution."

Based in Seattle, Washington, the group backs the teaching of alternatives to evolution in public schools and supports research into Intelligent Design, a form of creationism.

The creationist offensive is part of a long-running battle, in a country where only a quarter of the population believes whole-heartedly in evolution, between advocates of non-religious teachings in public schools and conservative Christians who say man is a divine creature not descended from apes.

It was not before 1968 that the US Supreme Court ruled it was unconstitutional, based on the separation of church and state, to teach anti-evolution principles.

And in 1987, the high court said that mandatory teaching of creationism was against the Constitution because any such law intended to advance a particular religion.

Ford recalls more than 140,000 Focus cars in U.S.

REUTERS - Ford Motor Co (F.N) is recalling 140,310 Focus cars from model year 2012 in the United States to repair a potential problem with the passenger-side windshield wiper motor, according to U.S. safety regulators.

A seal plug in the wiper motor electrical connector may be missing, allowing water into the motor's electrical connection, according to documents filed with the National Highway Traffic Safety Administration. That could result in an inoperative wiper on the passenger side, reducing visibility and increasing the risk of a crash.

Ford said no accidents or injuries had been reported related to the issue. Owners will be notified the week of May 21, and the wiper motor connector will be cleaned and sealed as needed, NHTSA said.

In separate NHTSA documents, Chrysler, which is controlled by Fiat (FIA.MI), is recalling 1,689 2012 model Jeep Patriot and Compass sport utility vehicles that may have been built with a fuel tank assembly containing a damaged rollover valve. In an accident or rollover, fuel could leak and increase the risk of a fire, NHTSA said.

Chrysler said in a NHTSA filing that it was not aware of any accidents, leaks, fires or injuries related to the issue. The recall is expected to begin by June.

Special Exercises for the Feet and Legs | Health and Physical Fitness

While your ability to use your feet and legs in jumping, walking and running depends to some extent on your over-all weight and the relative proportion of your trunk to your legs, the amount of spring in your legs depends very much on the condition of the muscles in your feet and legs. Some people retain great strength in their legs well into their fifties, while most others allow their condition to decline very sharply after they reach the age of thirty. According to an old saying among athletes, ?It?s the legs that go first,? and while it is probably true that professional ball-players and fighters are forced to retire when their legs don?t have it any more, the average person doesn?t have to feel the adverse effects of weakening leg muscles, providing he keeps up a minimum of exercise.

The following exercises are especially recommended for people with low arches, pronation (the tendency to carry the weight on the inside rather than the outside of the feet), poor toe strength in jumping, walking and running and poor leg and foot strength in hopping, vertical jumping, broad jumping, high jumping and running.

Toe Push-Ups

Starting Position: Leaning with face toward wall, hands resting against wall chest high.

Movement: Stand up on tiptoes, then lower your heels to floor. Repeat 30 times.

Walking on outside of Feet (1 Minute)

Starting Position: Standing on the outside edges of your feet.

Movement: Walk across gym or room floor turn, walk back again.

Vertical Jumps

Starting Position: Standing

Movement: Swing your arms downward and crouch down, then spring up as high as you can. With one hand try to hit an imaginary spot on the wall, Repeat.

Toe-Heel Prance

Starting Position: Standing

Movement: Run forward, bringing your knees up as high as you can, landing on the balls of your feet, and lowering the heel of your foot to the ground before each succeeding step. Do one lap.

Walk on tiptoes, working up gradually from 50 to 200 yards.

Skip rapidly, working up gradually from 50 to 200 yards.

Hop on both feet simultaneously, working up gradually from 25 to 200 yards.

Broad Jumps

Starting Position: Standing

Movement: Run a sufficient distance to work up a comfortable speed, then jump as far as you can. Repeat successively 10 to 50 times, trying for maximum distance each time.

Endurance Hopping

Do the following hops continuously:

  1. Hope on both feet simultaneously, up to 20 times
  2. Jumping jacks, up to 200 times
  3. Scissor hops, shifting feet, forward and backward, up to 200 times
  4. Hops on right foot, up to 50 times
  5. Hops on left foot, up to 50 times
  6. Squat Jumps, as long as possible

Uphill Treadmill Walk (10 to 30 Minutes)

Set the treadmill at on 8.6 percent grade and a speed of 3.5 mph. If a treadmill is unavailable, walk uphill or up and down a flight of stairs.

A Wine Lover's Weekly Guide To $10 Wines ? A Kosher For ...

A short while ago we reviewed a French Kosher wine costing less than $10. Now we will reviewi the same producer?s Cabernet Sauvignon, just in time for Passover. As you may remember, the Skalli family started in the wine business during the 1920s in Algeria. From Corsica they went to southern France in 1961, where they were among the first to produce single variety wines instead of blends. The Skallis make wine in the Languedoc region of southwestern France as well as in the Rh?ne Valley, Provence, Corsica, and Napa Valley, California. Towards the end of November, 2011 many but not all of their wine interests were purchased by Boisset Family Estates. Our companion wine is a Napa County Cabernet Sauvignon, also Kosher for Passover, costing about twice as much.

Let?s start by quoting the marketing materials. ?Tasting Note: Deep purplish/ruby color; spicy black berries, black pepper and minerals with subtle oaky notes; medium-bodied with a dry finish.? And now for my review.

At the first sips this wine offered plums and some harsh acidity. It was short but a taste remained at the finish; this is not a positive comment. Since I reviewed this wine prior to Passover Japanese rice crackers were on the menu. They served to step up the drink?s harshness. Slow-cooked meatballs brought out the plums that were lurking in the liquid. And partially tamed its acidity. When paired with the potatoes, the drink?s acidity was now OK. I tasted chocolate (but not Passover chocolate). The salad composed of broccoli sprouts, cucumbers, orange and yellow peppers, tomato, cilantro, and Portabello mushrooms thinned the chocolate.

My next meal cleared our freezer of packaged Baked Ziti Siciliano that I doused with grated Parmesan cheese. Now our southern France friend was round with light tannins and fruit, namely plums. (AP) ? Thousands of Christians gathered near Jerusalem's Church of the Holy Sepulcher for Easter Saturday and marched in processions brimming with tradition, taking turns to pray in the site where they believe Jesus was slain and buried.

Easter Saturday is a day of reflection and waiting for many Christians, who believe Jesus was crucified on Friday and rose from the dead on Sunday.

"This day is very important for us. It's the waiting for the great celebration of the resurrection," said Father Ibrahim Shomali, a Palestinian Christian priest from the nearby town of Beit Jala.

Thousands marched through Jerusalem's cobbled old city Saturday morning.

They were led by Palestinian guards in black costumes richly embroidered with gold, topped with scarlet rimless hats. They rhythmically pounded their staffs on the cobblestone ground, providing a beat for believers to march. The guards, "Qawwasin" in Arabic or "Marksmen" in English, are a leftover vestige from when Ottoman Muslims ruled the Holy Land, Father Shomali said.

According to a series of traditions established over hundreds of years of accommodation between different Christian sects and the region's ever-changing rulers, the Qawwasin march at the head of the Easter Saturday procession. Their job was formerly to protect Jerusalem's Catholic patriarch. Now, it is a ceremonial role.

They were followed by Franciscan monks in plain brown robes, clerics in black garb, and then laymen.

The believers congregated for prayer in the Holy Sepulcher, which many Christians believe was built on the site where Jesus was crucified and buried.

"This is the place where Jesus is in his tomb, this is the place, a magnet of the world," said worshipper Jim Carnie of New York City, New York. "The power of this place, to be here, it has to be experienced."

The Holy Sepulcher is a complex of cave-like rooms, winding corridors, a soaring domed roof, and ornate decorations alongside broken furniture.

Different, often rival, Christian sects control different parts of the Sepulcher, and they have been unable to agree on maintenance and upkeep in some areas.

Catholic and Protestant groups that observe the Gregorian calendar took turns praying in the Holy Sepulcher on Saturday.

Eastern Orthodox churches and others who follow the older Julian calendar will mark Easter a week from now.

At an afternoon service in Bethlehem, clergymen were dressed in white frocks and Palestinian worshippers held candles in the Nativity Church, built on the spot believed to be the site of Jesus' birth. Palestinian Christians in the Gaza Strip also held a vigil.

The Holy Week commemorations culminate tomorrow on Easter Sunday. The Latin Patriarch, the top Roman Catholic official in the Holy Land, will enter ceremoniously to the Holy Sepulcher and lead Easter mass. Protestants will hold their own morning Easter service outside Jerusalem's walled Old City in the Garden Tomb, which some identify as the site of Jesus' burial.

The Old City of Jerusalem will host a jumble of Christian masses and commemorations Sunday, as believers from Eastern Orthodox churches mark the beginning of Holy Week at the same time that Catholics and Protestants celebrate the end of Holy Week.

There are about 110,000 Arab Christians in the Holy land, along with thousands of Christian foreign workers, asylum seekers, and Russian-speaking immigrants.

They are accompanied by tens of thousands of Christian pilgrims from outside the region who flock to Jerusalem and the Holy Land for Easter rites.

A previously unknown serine protease forms part of the antibacterial defence arsenal of neutrophil granulocytes

Neutrophil granulocytes comprise important defences for the immune system. When pathogenic bacteria penetrate the body, they are the first on the scene to mobilise other immune cells via signal molecules, thereby containing the risk. To this end, they release serine proteases enzymes that cut up other proteins to activate signal molecules. Scientists at the Max Planck Institute of Neurobiology in Martinsried have now discovered a new serine protease: neutrophil serine protease 4, or NSP4. This enzyme could provide a new target for the treatment of diseases that involve an overactive immune system, such as rheumatoid arthritis.

The functioning of the immune system is based on the complex interplay of the most diverse cells and mediators. For example, neutrophil granulocytes (a group of specialized white blood cells) react to bacteria by releasing substances called serine proteases. These enzymes are able to activate signal molecules, such as the chemokines, by cleaving them at a specific position on the molecule. The active signal molecules then guide other immune cells to the focus of inflammation in order to destroy the pathogens.

A research team led by Dieter Jenne at the Max Planck Institute of Neurobiology in Martinsried has come across a previously unknown protease in humans: neutrophil serine protease 4, or NSP4. "The special thing about this enzyme is that it cuts proteins that have the amino acid arginine at a particular point", says Dieter Jenne, research group leader at the Martinsried-based Institute. "This is where NSP4 differs from the other three known neutrophil serine proteases, which are similar in molecular structure, but have a different recognition motif." The scientists may be able to harness this difference to develop an active substance that specifically inhibits NSP4, thereby reducing the immune reaction.

However, serine protease activity comes at a cost. The enzymes not only heal inflammations, but sometimes cause them in the first place. If too many immune cells are activated, they can use their arsenal of aggressive chemical weapons against the body's own tissues. A number of chronic inflammatory diseases are based on precisely this effect. As a result, scientists are searching for substances that can block the neutrophil proteases. To date, however, none of the substances tested have been developed into effective drugs.

"So far, we don't know the identity of the NSP4 substrate, but we assume they must be signal molecules", says Dieter Jenne. Activated chemokines can recruit a vast number of neutrophils, and their sheer quantity alone is enough to cause tissue damage. The fact that the enzyme remained undiscovered until now is because it occurs at a much lower concentration than the other three proteases. The Max Planck scientists came across it while searching the human genome for genes that encode serine proteases. In the process, they noticed a previously unknown gene sequence. Natascha C. Perera, a member of the Martinsried research group and lead author of the study, managed to produce and examine the enzyme in its active, folded state.

If they are to establish NSP4 in the future as a possible target protein for anti-inflammatory drugs, the scientists must now examine its function in living organisms and discover whether blocking the enzyme has adverse effects. The scientists are working with the company Novartis to answer these questions in laboratory mice. "NSP4 inhibitors could be used in diseases like chronic arthritis or inflammatory skin diseases", says Dieter Jenne, "but first we have to test the long-term effects of these substances."

A previously unknown serine protease forms part of the antibacterial defence arsenal of neutrophil granulocytes

Neutrophil granulocytes comprise important defences for the immune system. When pathogenic bacteria penetrate the body, they are the first on the scene to mobilise other immune cells via signal molecules, thereby containing the risk. To this end, they release serine proteases enzymes that cut up other proteins to activate signal molecules. Scientists at the Max Planck Institute of Neurobiology in Martinsried have now discovered a new serine protease: neutrophil serine protease 4, or NSP4. This enzyme could provide a new target for the treatment of diseases that involve an overactive immune system, such as rheumatoid arthritis.

The functioning of the immune system is based on the complex interplay of the most diverse cells and mediators. For example, neutrophil granulocytes (a group of specialized white blood cells) react to bacteria by releasing substances called serine proteases. These enzymes are able to activate signal molecules, such as the chemokines, by cleaving them at a specific position on the molecule. The active signal molecules then guide other immune cells to the focus of inflammation in order to destroy the pathogens.

A research team led by Dieter Jenne at the Max Planck Institute of Neurobiology in Martinsried has come across a previously unknown protease in humans: neutrophil serine protease 4, or NSP4. "The special thing about this enzyme is that it cuts proteins that have the amino acid arginine at a particular point", says Dieter Jenne, research group leader at the Martinsried-based Institute. "This is where NSP4 differs from the other three known neutrophil serine proteases, which are similar in molecular structure, but have a different recognition motif." The scientists may be able to harness this difference to develop an active substance that specifically inhibits NSP4, thereby reducing the immune reaction.

However, serine protease activity comes at a cost. The enzymes not only heal inflammations, but sometimes cause them in the first place. If too many immune cells are activated, they can use their arsenal of aggressive chemical weapons against the body's own tissues. A number of chronic inflammatory diseases are based on precisely this effect. As a result, scientists are searching for substances that can block the neutrophil proteases. To date, however, none of the substances tested have been developed into effective drugs.

"So far, we don't know the identity of the NSP4 substrate, but we assume they must be signal molecules", says Dieter Jenne. Activated chemokines can recruit a vast number of neutrophils, and their sheer quantity alone is enough to cause tissue damage. Kim Dotcom allowed back online in New Zealand

(AP) ? The founder of file-sharing website Megaupload, Kim Dotcom, is being allowed back online.

Dotcom was previously denied Internet access under bail conditions imposed by New Zealand authorities after his January arrest. He remains under house arrest.

U.S. prosecutors seeking to extradite Dotcom accuse him of racketeering by facilitating millions of illegal downloads of copyrighted material on his website.

New Zealand Judge David Harvey on Monday said Dotcom's behavior since his arrest appears to have been "exemplary."

The judge ruled Dotcom could access the Internet, go swimming once a day, travel twice a week to an Auckland studio to record music, and meet once a week with his co-accused Megaupload colleagues ahead of an August extradition hearing.

MEXICO CITY (AP) ? Expectations were high when a maverick businessman favoring cowboy boots and plain talk won the presidency in 2000, defeating the party that had governed Mexico for 71 consecutive years.

Mexicans hoped that their country would take a new course under Vicente Fox's center-right National Action Party, or PAN, with government corruption uprooted, the police and justice systems strengthened and poverty curtailed.

But they have been disappointed by drug trafficking violence, and the failure to prosecute government corruption or correct judicial inefficiency under the PAN's leadership, first under Fox and then under current President Felipe Calderon, who barely squeaked by in a contested 2006 election. Despite a more open economy and a bigger middle class, more than half of the nation's 120 million people still live in poverty.

Amid the dashed hopes of many Mexicans, the PAN is battling to retain the presidency in July 1 balloting as the formerly entrenched Institutional Revolutionary Party known as the PRI seems poised for a comeback.

"When I voted for Fox and for Calderon I expected change," said Homero Aridjis, a Mexican poet, diplomat and environmentalist. "We thought corruption was going to end, that the country would be well-governed but now we see with disappointment that the lack of justice continues, the corruption we knew continues, and now we can add incompetence in governing to that."

Since its 1939 founding, the pro-business PAN has billed itself as an anti-corruption crusader that made pinpointing the abuses of PRI governments its main mission. Fox was elected largely because he promised to break with the past and vowed to crush the corrupt "black snakes" and "toads" of the old regime.

The night Fox was declared the winner, thousands of ecstatic Mexicans donning masks of the mustached leader and waving the country's red, white and green flag rushed to celebrate beneath the gilded angel of Mexico City's Independence monument. A coffin decorated with the PRI logo was passed among the crowd. Many equated the PAN's victory to the fall of the Berlin Wall.

But the euphoria quickly wore off.

Fox "marketed democracy to the Mexican people and sold it as a panacea for all of their individual, personal concerns," said David A. Shirk, director of the University of San Diego Trans-Border Institute and author of a book about the PAN. "The expectations that people had were the expectations that Fox set for himself, and they were frankly unrealistic."

Once president, Fox made accountability for the PRI's past crimes and the fight against corruption the centerpieces of his administration but achieved little in both efforts.

In one of the most high profile cases of government corruption gone unpunished by the Fox administration, a former union leader of the state-owned Petroleos Mexicanos company, known as Pemex, was accused of diverting as much as US$170 million in state oil funds to the 2000 presidential campaign of the PRI candidate, Francisco Labastida. The party was fined $1 billion pesos (about $90 million dollars) but no one was criminally prosecuted in the case dubbed "Pemexgate."

The former rancher and governor of the central state of Guanajuato also had little success prosecuting former PRI officials accused of oppressing dissent, or strengthening the nation's law enforcement.

Faced with growing drug trafficking violence, Fox created the Federal Agency of Investigation, or AFI, shortly after taking office to replace the notoriously corrupt and inept Federal Judicial Police. The AFI was disbanded in 2009 after one-fifth of its agents were suspected of cooperating with drug cartels.

Once seen as the hope for change, Fox is now often remembered for his quips and blunders, including his declaration that he would revive the countryside and solve a guerrilla rebellion "in 15 minutes."

Experts say PAN administrations have been unsuccessful because Fox and Calderon have faced stiff opposition in Congress, where many of their proposed reforms were diluted or killed.

Others blame corruption for the party's woes.

"The problem with the PAN is that it got into power and it started desperately stealing, and they stuffed themselves as if they were dying of hunger," said Manuel Clouthier Carrillo, a former PAN congressman whose father, Manuel Clouthier del Rincon, was among the party's founders.

Many PAN members are enraged that the PAN mayor of Monterrey, Fernando Larrazabal, wasn't kicked out of the party after a video showed his brother receiving wads of cash inside a Monterrey casino, whose owner claimed he was being extorted. He is currently running for a seat in the lower house of Congress.

"Instead of the PAN cleaning up the system, the system corrupted the PAN," said Clouthier, who wants to run for the presidency as an independent. "It's incredible that after two terms of a PAN federal government, there hasn't been a single crusade against corruption."

Mexicans disappointed with the PAN now seem ready to return the PRI to the presidency despite its reputation as a corrupt party that retained power through fraud, political clientelism and by crushing dissent.

The conservative party is gambling that this country known for machismo is ready to be led by a woman and it picked Josefina Vazquez Mota, a 51-year-old economist and devout Roman Catholic as its presidential candidate.

Vazquez Mota, a mother of three, has presented a warm, affable image while pledging to improve public education and to make Mexico safer by continuing Calderon's plan to clean up police departments.

She has declared her one-word campaign slogan to be "Diferente," or "Different," in an apparent effort to distance herself from Calderon, whose approval rating has been dropping.

In launching her campaign last week, Vazquez Mota said she would look to build consensus among parties when governing unlike Calderon, whose cabinet is comprised of PAN allies.

But the former education minister and congresswoman faces an uphill battle against former Mexico State governor and PRI candidate Enrique Pena Nieto, who leads in recent polls.

Vazquez Mota's first pre-campaign and campaign events were marked by poor planning, small crowds, or disruptive hecklers. And on Monday, she suffered a dizzy spell during a speech to anti-crime activists and had to interrupt her speech, sit down and continue speaking while seated.

Later, Vazquez Mota told local media she may have suffered a drop in blood pressure, and said her health is good.

A poll by the Reforma daily newspaper published Wednesday showed Pena Nieto with a 13-point lead over Vazquez Mota.

About 45 percent of likely voters surveyed said they planned to vote for Pena Nieto. Vazquez Mota earned 32 percent of their support. Andres Manual Lopez Obrado of the leftist Democratic Revolution Party trails in third with 22 percent.

The poll, conducted by the newspaper surveyed 1,343 Mexicans between March 22 and 26. It had a sampling error margin of 2.7 percentage points.

Despite losing the presidency, the PRI has continued to govern most of Mexico's 32 states. It currently holds 19 governorships.

The PAN, long an elitist party of businessmen and other upper and middle-class, religious members, now also includes many working class and other people who grew disenchanted with the PRI. But Shirk said it never created the kind of mass-based system that kept the PRI in power for seven decades.

One of the PAN's big mistakes was not building a stronger party base for itself to replace the electoral machinery that the PRI had developed over many, many years," Shirk said. "The PAN had a very weak mass base and without that kind of a strong electoral connection to constituency the PAN was almost a virtual party."

The PAN, of course, enjoyed some successes.

Fox passed a historic freedom of information law allowing for a freedom of the press that hadn't been seen before in Mexico. The Mexican news media has used the newfound freedom to expose corruption scandals in every major party, airing videos of politicians stuffing a suitcase with cash, asking for bribes and gambling away public funds in casinos.

Both Fox and Calderon were also able to maintain a stable economy despite a global financial crisis.

The Mexican economy grew by more than 5 percent in 2010 after a sharp recession in 2009 during the global economic crisis. Inflation and public sector deficits are under control, and public debt is improved. However, a stable economy hasn't translated into better living conditions for the more than 62 million Mexicans living in poverty.

PAN president Gustavo Madero didn't respond to requests for an interview by The Associated Press. But late last month, Calderon defended his administration saying one of his biggest successes was capturing or killing 22 of the country's most wanted drug traffickers.

The main question for Mexicans now is which candidate in the July 1 presidential contest can end the drug violence that has left more than 47,000 people dead since 2006 despite a crackdown on drug traffickers by Calderon's government.

Although most of the bloodshed is among the cartels, Calderon detractors criticize him for stirring up a hornet's nest by going after all the cartels at once, precipitating more bloodshed.

"Throughout my life, we have had devaluations, capital flight, political assassinations, armed uprisings, but for the first time I'm seeing so much violence," Aridjis said. "We're at a crossroads and what no one seems to know is how Mexico will regain the peace we once had."
