Closing bank account will cost you, group finds

Want to close your bank account? It could cost you as much as $55.

In a survey of the practices of the 10 largest banks in the country ? including JPMorgan Chase, Bank of America, Citibank and Wells Fargo ? policy and advocacy group Consumers Union found that people who want to close their accounts at big banks and switch to a smaller bank can face costly obstacles.

"Banks have added all sorts of fees on basic checking accounts, which has raised alarm bells," said Suzanne Martindale, staff attorney for Consumers Union. "But when you hit breaking point and want to move your money, guess what you encounter: more fees."

Consumers Union said none of the 10 banks will make a free same-day electronic transfer, and all charge for wire transfers or certified checks. Certified checks can cost up to $10 and wire transfers $30.

BB&T and Citibank charge a $25 fee if the account is closed within 90 days, while US Bank, HSBC, and PNC Bank charge customers a $25 fee to close an account that has been open for fewer than 180 days.

The survey was commissioned after the public furor over Bank of America's plan to start charging its customers $5 for using debit cards. Bank of America backed off after many organizations, including Consumers Union and Occupy Wall Street protesters, called on Americans to transfer accounts from large banks into smaller community banks.

A survey of customers at the top 10 banks by consulting firm cg42 in November found that one in five customers actively considered switching accounts. Consumers Union said it soon started hearing from its members that wasn't easy: Not only did it cost money, but it also cost a lot of time.

Opening an account at another bank can take a few days or up to two weeks for all the paperwork to be completed. Re-routing automatic payments and direct deposits into a new account can take four to six weeks and can be a very intimidating and complicated process for some consumers, the group said.

Banks sometimes reopen old accounts after they have been closed by customers.

Chase reopens an account if the bank receives a deposit. Consumers Union said that could easily happen if a direct deposit isn't re-routed in a timely manner. Bank of America's policy is to reopen accounts if any activity hits the account.

Chicago business owner Mark Henderson said he closed his account about 18 months ago and kept receiving statements with a service charge every month saying there wasn't enough money in the account.

After calling several times and telling the bank's customer service representative that the account was closed, Henderson said, he gave up.

"Now I just tear the statement when it comes," Henderson said.

Bank of America spokeswoman Betty Riess wouldn't comment on Henderson's experience. She said the bank advises customers who are closing accounts to allow time for pending payments and deposits to clear the account.

"If we receive a deposit or credit to the account after it has been closed, we may re-open the account to accept the item, and the account could be subject to associated fees. We disclose this to customers," Riess said.

Consumers Union warns that customers can end up owing hundreds of dollars in penalty fees or even a monthly maintenance fee if a re-opened account falls below what is needed to avoid such a fee.

Consumers are at risk of more penalty fees after they switch banks. If merchants and other billers charge for late payments for delays while re-routing automatic payments, the previous bank may charge an overdraft fee on an empty account or for a bounced check.

The 10 banks surveyed are Bank of America, BB&T, Chase, Citibank, HSBC, PNC, SunTrust, TD Bank, US Bank and Wells Fargo.

As part of the study, the group sent 16 secret shoppers into branches around the country to ask how to close an account and reviewed online fee schedules and account disclosures, tracked news developments, and collected consumer stories.

5 questions to consider, before starting your home based business ...

For many people, having a home business would be something really attractive. To be your own boss, to not having to commute, to choose the working hours freely and to be able to plan the work-day entirely on your own.

If you are considering starting your own home based business, then you could start with thinking it through, by asking yourself some initial questions, such as:

1. If I?m going to keep my current job, at least as a starter, when will I find the time to build my home based business? How many hours each day can I put aside and use to my business endeavours? Can I work early in the morning or at the late evenings? Maybe at the weekends?

2. Do I have a suitable room or place for my home business? Can I work uninterrupted? And, would my neighbours also feel uninterrupted?

3. How much energy and determination am I willing to put into learning something new, if required? Even if the basic direction of my home based business is something that I already know of and master, then: How about the management of the home business itself? Should I delegate some or any chores, like the book-keeping?

4. Do I know how to market my home based business, in order to get people aware of that they can buy something from me? Should I use online- or offline marketing, or both maybe? How much money and or time do I need to put aside for marketing efforts alone? What is the most effective way for me to market my home business, within my particular economical frames? If I plan to do this myself, could I learn something that would make it easier and more effective?

5. And, last but not least, how about the money? How do I plan to finance the start? How much money is needed? Do I have most of the equipment already or do I have to buy or rent something? If I do need to buy equipment, then what does it cost?

This is a few questions to start with, that?s very good to have the answers to, before starting up your own home based business. It would make your upstart smoother and safer, to have some answers for yourself, about the home business of yours to be.

Robyn Millan's lab is a little crowded at the moment. It overflows with electronics. And foam. And parachutes and aluminum frames and drills. Based at Dartmouth College in Hanover, NH, Millan and her students are busy building 45 payloads -- each destined for a trip on a balloon around Antarctica as part of a NASA mission called BARREL, or the Balloon Array for RBSP Relativistic Electron Losses.

"We've been drilling a lot of holes," says Millan. "My students figured out that we have almost 10,000 holes to drill."

It's all part of a plan to launch a series of instruments that will work hand in hand with NASA's Radiation Belt Space Probes (RBSP) mission, two NASA spacecraft due to launch in August 2012 to study a mysterious part of Earth's magnetic environs called the Van Allen radiation belts. The belts are made up of two regions, each one a gigantic donut of protons and electrons that surround Earth.

"We're both looking at the loss of particles from the radiation belts," says Millan. "RBSP sits in space near the equatorial plane and looks at the particles along magnetic field lines there. These particles come into our atmosphere following magnetic field lines to their base at the Poles and produce X-rays. BARREL measures those X-rays. Together we can combine measurements of the same set of particles."

The charged particles within the radiation belts can damage sensitive electronics on spacecraft like those used for global positioning systems and communications, and can be harmful to humans in space. (The electrons don't make it all the way to Earth, so pose no danger to those of us on the ground.) Experiments like BARREL and RBSP will help us understand the processes and mitigate those risks.

One test for the 50-pound payload is to make sure it will balance when hanging from the balloon. The flight train that supports the payload consists of an in-line parachute and a "ladder" made of rope and PVC pipe for stability.

In the meantime, Millan's team drills holes, builds payloads and, most importantly, tests the hardware. They will launch 20 instruments in January 2013 that must be shipped to Antarctica beginning in August. Many of the components are built elsewhere University of California in Berkeley, University of California in Santa Cruz and University of Washington in Seattle and are then shipped to Dartmouth. There, Millan's lab assembles the payloads and tests them both to make sure they work and that they will withstand the rigors of their balloon trip.

"I'm proud of how much work my students did improving the mechanical design to make sure it would be faster to build," says Millan. "Every few minutes count. If some building process takes three minutes, that doesn't sound like much, but multiply that by 45 and little things become significant. Now our process is streamlined. It's almost like Legos all the pieces just fit together."

BARREL is a balloon-based Mission of Opportunity to augment the measurements of NASA's RBSP spacecraft. BARREL seeks to measure the precipitation of relativistic electrons from the radiation belts during two multi-balloon campaigns, operated in the southern hemispheres.

Watching dissidents is a booming business in China

BEIJING (AP) ? Every workday at 7:20 a.m., colleagues pick up Yao Lifa from his second-floor apartment and drive him to the elementary school where he taught for years.

This is no car pool. Yao is a prisoner, part of a China boom in outsourced police control.

By day, Yao is kept in a room, not allowed to work and watched by fit, young gym teachers and other school staff. At dinner time or later, he is sent back to the apartment that he shares with his wife and 3-year-old daughter. A surveillance camera monitors the building entrance, while police sit in a hut outside.

"At school, if I have to go to the bathroom, someone escorts me. Most of the time, I'm not allowed to speak with others or answer the phone," Yao said in a recent late-night Internet phone interview from his home in Qianjiang city. "When they bring me home, they sign me over to the next shift."

Like the blind activist Chen Guangcheng until his escape from house arrest last month, Yao belongs to an untold number of Chinese activists kept under tight control by authorities, even though in many cases they have broken no law. Mostly unknown outside their communities, they are a growing portion of what's called the "targeted population" ? a group that also includes criminal suspects and anyone deemed a threat. They are singled out for overwhelming surveillance and by one rights group's count amount to an estimated one in every 1,000 Chinese ? or well over a million.

Yao has never faced criminal charges. His misdeed is decades of campaigning for democratic elections.

"They won't let me teach. They're afraid of course that I'll start talking about democracy to the students," said Yao, a 54-year-old former school administrator and science lab instructor with wavy black hair and possessed of a passionate, fiery manner.

While China has long been a police state, controls on these non-offenders mark a new expansion of police resources at a time the authoritarian leadership is consumed with keeping its hold over a fast-changing society. Co-workers, neighbors, government office workers, unemployed young toughs and gang members are being used to monitor perceived troublemakers, according to rights groups and people under surveillance.

"Social activists that no one has ever heard of have 10 people watching them," said Nicholas Bequelin, a researcher with Human Rights Watch. "The task is to identify and nip in the bud any destabilizing factors for the regime."

Targeted are growing numbers of people, from typical political dissidents to labor organizers and, increasingly, ordinary Chinese who want Beijing to correct local wrongdoing. In method, this new policing represents a break from recent decades.

In Mao Zedong's radical communist heyday, colleagues, neighbors and family members snitched on suspected enemies of the revolution. Free-market reforms broke the totalitarian grip and gave people incentive to leave farms and state jobs for work in booming cities and industrial zones. Private lives and private wealth blossomed, creating less reason for snooping.

Money now fuels the extensive surveillance system. Budgeted spending for police, courts, prosecutors and other law enforcement has soared for much of the past decade, surpassing official outlays for the military for the second year in a row this year, to nearly 702 billion yuan, or $110 billion.

Allocated by Beijing to the provinces and on down, the money sometimes is called "stability preservation funds" for the overriding priority the government now puts on control. As long as trouble is quelled, Beijing doesn't seem to mind how this money is spent. It's proving a growth opportunity for cash-strapped local governments and small-time enforcers.

Along with the police, Yao counts the city education bureau as benefiting from the funds available for his surveillance. His minders are mainly drawn from the bureau, his Qianjiang Experimental Primary School and the ranks of physical education teachers throughout the city school system.

Anywhere from 14 to 50 people a day are on the local government payroll for his round-the-clock surveillance ? what he calls the "Yao Lifa special squad." They get 50 yuan, $8, for a day shift and twice that for night work. Often, he said, hotel rooms, transport, meals and cigarettes are thrown in.

The sums add up in Qianjiang, a city of struggling factories and one million people set in the center of the country. Basic pay runs about 1,000 yuan, or $160, a month for an entry-level teacher and goes to three times that amount for a veteran, Yao said.

"This isn't bad for teachers," said Yao. "An English teacher probably wouldn't take it. They can earn extra money giving private tutoring. But gym teachers can't do the tutoring. Besides, their superiors have told them to do this. They can't not do it."

In the deep south farming county of Yun'an, more than a quarter of its 6,700 officials are on the "stability" payroll, the magazine Caijing reported last year. Township "stability" offices spent money on vans, motorcycles and computers, and also allocated reward money ? 20,000 yuan or $3,100 in 2010 ? for stopping any disgruntled local from going to Beijing to complain about conditions, the report said.

For blind legal activist Chen Guangcheng, the shock troops of his persecution were his neighbors. After the daring escape from his rural village outside Linyi city that eventually took him to New York, Chen detailed the two years of brutal house arrest in a video, saying over 100 police and other officials were involved. He, his wife and mother were beaten and his young daughter searched and harassed.

Family planning officials bore him a particular grudge for exposing forced abortions and sterilization under the government's one-child policy. But it was local farmers who guarded his house and the entrances to the village and plundered the family farm for food. They received 100 yuan, or $16, a day, and though they had to kick back a tenth to the head of the surveillance squad, Chen said it is still a good deal.

"Those people, if they work other jobs, they only make 50 to 60 yuan a day. But doing this, they don't have to do anything, and they have three free meals a day and they are safe. Of course they love to do it," Chen said in the video. He said he was told 30 million yuan, $4.3 million, was spent on his captivity in 2008 and by last year that amount had doubled.

The Public Security Ministry, the national police agency, did not respond to requests for comment about the outsourcing policy. Authorities in Linyi and Qianjiang either did not answer queries or declined comment on Chen and Yao.

Cases like Chen and Yao "are the tip of the iceberg," said John Kamm, a veteran human rights lobbyist. Research by Kamm's Dui Hua Foundation found that since the mid-1980s Beijing has tasked police throughout China with controlling the "targeted population." An initial quota for police to target 2 in every 1,000 people proved unattainable, Kamm said. He said 1 in 1,000 is a more accurate estimate, or 1.3 million people.

Included are recently released convicts, parolees, suspects on bail and anyone police see as a threat ? from activist lawyers to evangelical Christians. Overtly political cases are a small, expanding subset. But once marked, the status is hard to shake.

"Joining the 'targeted population' is the last stop on the road to oblivion for political prisoners," said Kamm.

Yao's forays into politics started 25 years ago when he sought to use a new electoral law to get himself elected to Qianjiang's legislature as an independent. After more than a decade of trying, Yao succeeded in 1998. He made a name for himself as an activist trying to change the Communist Party-dominated system. He championed the rights of farmers rebelling against high taxes and fees.

The party fought back. Yao and 31 teachers and others inspired by him to run for legislatures in 2003 all lost in an election he complained was rigged. Afterward, Yao's short-term detentions began. But he also at times slipped away to meet like-minded activists around the country.

Soon after returning from a trip to Shanghai and Beijing early last year, the controls tightened. Yao said school Vice Principal Wang Qian, police and others kidnapped him and drove him 500 kilometers (300 miles) to a hotel. He got free by throwing a note out the window while his captors slept. During another hotel captivity in July, he jumped from a second story window at 3 a.m., injuring his back and an arm in a failed escape.

By September, the "Yao Lifa special squad" settled into the current pattern ? picking him up in the morning and sending him home at night.

"Usually there are eight people with me at school, and those eight people have a duty: to speak and lecture me without interruption," said Yao. "One goal is to keep me from resting. A second is to see my reaction. One person is tasked with taking notes."

Some nights, Yao said shady-looking men sleep in a car by his building's entrance, in addition to the police in a hut. He said he heard the school and education bureau were arguing over $48,000 for his surveillance.

"I have many acquaintances. Some of them work in police stations," Yao said. "They tell me 'Really we could use a Yao Lifa. If we had one, we could make more money.'"

Attitash Mountain Resort Hosts POC Eastern States Cup Downhill Mountain Bike Race Events

Bartlett, NH?? For a second year, Attitash Mountain Resort will serve as a host venue for the POC Eastern States Cup downhill mountain biking series. The Eastern States Cup (ESC) is a USA Cycling (USAC) Regional Championship Series with events being held in New Hampshire, Vermont, Massachusetts, and New York. This year, Attitash Mountain Resort will host two individual weekend events, including a regular series points event on the weekend of June 2 & 3 and the New Hampshire State Championship occurring September 15 & 16.

?We are pleased to again host the Eastern States Cup events and to showcase the downhill terrain at Attitash to a visiting field of New England riders,? said Attitash Mountain Bike Programs Coordinator Nate Waterhouse. ?The two weekend events, featuring the points event in June and the state championship event in September, should be an exciting race and fun weekend for the riders.? Attitash has been offering lift-serviced, mountain biking since the late 90?s, but the sport and downhill technology has progressed significantly since then. The POC Eastern States Cup event will feature riders competing in a single run format taking the best times in age and rider level categories. The course will be a mix of descending open trails and single-track sections through the woods on Attitash Mountain. These are part of a greater network of 27 designated mountain biking trails that Attitash has continued to develop and maintain for summer & fall use.

Attitash has over 20 miles of mountain bike trails including the more difficult and technically challenging downhill trails and eight cross country trails more suited to all abilities and those just beginning to discover mountain biking as a recreational activity. The mountain bike season at Attitash Mountain Resort will open, weekends only, beginning Saturday, May 26 and will then be open daily for the summer beginning Saturday, June 16. Rumor: Facebook To Buy Opera Software To Join Browser Wars

Okay take this with some skepticism as there is no official confirmation about this yet, and the only source for the article is an unnamed one. According to web magazine Pocket-Lint, Facebook is considering buying the Norwegian company Opera Software, which developers the Opera web browser for various platforms.

Opera Software, which had a very strong q1 financially is known for the Opera desktop browser, one the two major browsers that is not backed by a multi-billion Dollar company (the other is Mozilla), the mobile versions of the browser. Recently, the company has also made further investments in the advertisement space, improving the impressions served to 86 billion in the first quarter of 2012.

A Facebook owned Opera browser would provide Facebook with additional revenue possibilities, and save it from creating a browser of their own. And Opera?s experience in the mobile market could improve Facebook?s presence here, both app-wise but also advertising-wise.

For Opera it could mean additional manpower and development funds to develop the browsers in a faster pace.

It is the users that may have issues with the acquisition, if the rumor should turn out to be true, considering that a Facebook browser would certainly make some changes that the devoted community may not be pleased with at all. One change could be the tight integration with Facebook, another that certain features of the browser may be modified or retired completely to streamline it further.

So how realistic is the rumor? Opera Software is a public company with a revenue of about 160 million in the last four quarters. It is definitely a possibility that Facebook would make an offer for the company if it is really interested in getting into the browser market. It is actually the only company with a market share of more than 1% that is available at all, as the top 4 remaining companies are owned by Microsoft, Apple, Google and Mozilla, who all would not even think of selling their browser to Facebook.

For now I?d say it is unlikely that Facebook will buy Opera Software, and the main reason for that is that the source has not been mentioned. For all I know, this could be some form of link-baiting. What is your take?

(AP) ? The private company SpaceX made history Friday with the docking of its Dragon capsule to the International Space Station, the most impressive feat yet in turning routine spaceflight over to the commercial sector.

It marked the first time a business enterprise delivered a supply ship to the space station.

"There's so much that could have gone wrong and it went right," said an elated Elon Musk, the young, driven billionaire behind SpaceX.

"This really is, I think, going to be recognized as a significantly historical step forward in space travel ? and hopefully the first of many to come."

SpaceX still has to get its Dragon back next week with a load of science gear; the retro bell-shaped capsule is designed to splash down into the ocean, in the style of the Mercury, Gemini and Apollo programs. But Friday was the crucial step, Musk noted, and NASA agreed the next SpaceX mission could come as early as September.

After a three-day flight from Cape Canaveral, the Dragon closed in on the space station as two control centers ? NASA in Houston and SpaceX in Hawthorne, Calif. ? worked in tandem. A problem with the capsule laser-tracking system prompted SpaceX controllers to order a temporary retreat, but the problem quickly was resolved.

NASA astronaut Donald Pettit used the space station's 58-foot robot arm to snare the gleaming white Dragon as the two craft soared 250 miles above Australia, a day after a practice fly-by.

"Looks like we've got us a dragon by the tail," Pettit announced once he locked onto Dragon's docking mechanism.

NASA's dressed-up controllers applauded. In contrast, their SpaceX counterparts ? including Musk ? lifted their arms in triumph and jumped out of their seats to exchange high fives.

The company's youthful-looking employees ? the average age is 30 ? were still in a frenzy when Musk took part in a televised news conference a couple hours later. They screamed with excitement as if it were a pep rally and chanted, "E-lon, E-lon, E-lon," as the 40-year-old Musk, wearing a black athletic jacket with the SpaceX logo, described the day's events.

Alcohol was banned from the premises during the crucial flight operation, Musk noted, "but now that things are good, I think we'll probably have a bit of champagne and have some fun." The crowd roared in approval.

Although cargo hauls have become routine, Friday's linkup was significant in that an individual company pulled it off. That chore was previously reserved for a small, elite group of government agencies.

Not only that, the reusable SpaceX Dragon is designed to safely return items, a huge benefit that disappeared with NASA's space shuttles. It is the first U.S. craft to visit the station since the final shuttle flight last summer.

"I think you know it, but you made history today," NASA Administrator Charles Bolden told the space station astronauts and everyone else involved in Friday's docking. "It was an effort that will revolutionize the way we carry out space exploration."

NASA provided seed money for SpaceX ? $381 million going into Tuesday's launch, a small portion of the more than $1 billion that the company has invested in the effort.

Two hours after the capture, the crew attached the Dragon to the space station as the congratulations poured in.

"Everyone who is working to push forward the space frontier recognizes that such a mission is a massive challenge, and I join the world in lauding this important accomplishment," said Richard Branson of Virgin Galactic, a space tourism company that is holding a seat for Musk aboard its SpaceShipTwo.

"Nearly 43 years after we first walked on the moon, we have taken another step in demonstrating continued American leadership in space," said Apollo 11's Buzz Aldrin, the second man to step onto the moon.

The capsule? 19 feet tall and 12 feet across ? is carrying 1,000 pounds of supplies on this unprecedented test flight. The crew starts unpacking Saturday and will have just under a week to unload the food, clothes and other contents.

After this test flight, SpaceX ? officially known as Space Exploration Technologies Corp. ? has a contract to make a dozen delivery runs. It is one of several companies vying for NASA's cargo business and a chance to launch Americans from U.S. soil.

Rival Orbital Sciences Corp. is shooting for its own supply run by year's end.

President Barack Obama is pushing commercial ventures in orbit so NASA can concentrate on grander destinations like asteroids and Mars. Obama's chief scientific adviser, John Holdren, called Friday's linkup "an achievement of historic scientific and technological significance."

"It's essential we maintain such competition and fully support this burgeoning and capable industry to get U.S. astronauts back on American launch vehicles as soon as possible," Holdren said in a statement.

Without the shuttle, NASA astronauts must go through Russia, an expensive and embarrassing situation for the U.S. after a half-century of orbital self-sufficiency. Once companies master supply runs, they hope to tackle astronaut ferry runs.

Musk, who founded SpaceX a decade ago and helped create PayPal, said he can have astronauts riding his Dragon capsules to orbit in three or four years. He also runs the electric car company Tesla Motors.

The space station has been relying on Russian, Japanese and European cargo ships for supplies ever since the shuttles retired. None of those, however, can bring anything of value back; they're simply loaded with trash and burn up in the atmosphere.

The space station's six-man crew will release the Dragon on Thursday after filling it with science experiments and equipment. It will aim for the Pacific Ocean just off the California coast.

"At the beginning of the launch, I said there were a thousand things that had to go right," said Alan Lindenmoyer, manager of NASA's commercial crew and cargo program. "Well, there still are several hundred left. But I am very confident we'll get through it. ... Today this really is the beginning of a new era in commercial spaceflight"
